Clear Watch Security officer attending a commercial entrance
More than a person at a postThe role only works when authority, duties, reporting and management are clear.

The buyer's problem

A security post can look covered while the operation remains exposed.

An officer may be visible at the entrance, but that alone does not tell a facilities manager whether visitors were checked, patrols were completed, incidents were escalated or the next shift received a proper handover.

Clear Watch treats security guarding, sometimes called manned guarding, as a managed operational service. We define what the post is there to achieve, give the officer controlled site instructions and provide the client with evidence of the work completed.

  • ✓Reduce unauthorised access and improve control of people, vehicles and keys
  • ✓Create a consistent approach to patrols, incidents and shift handovers
  • ✓Give managers visibility without requiring them to supervise the post themselves
  • ✓Protect business continuity when permanent staff are absent or additional cover is required
Security officers support the client's security and operational controls. They do not replace the police, emergency services, competent health-and-safety advisers or the client's own legal and management responsibilities.

Three ways to use the service

The right guarding model for the requirement in front of you.

The delivery model can be long-term, planned for a defined period or mobilised in response to an urgent gap. In every case, the duties and authority still need to be clear.

Ongoing cover

Permanent Contract Guarding

For sites requiring a consistent security presence during fixed hours or around the clock.

  • Dedicated site team and relief planning
  • Assignment instructions and site induction
  • Contract management and service reviews
  • Planned reporting and performance oversight
Defined period

Temporary & Planned Guarding

For shutdowns, projects, events, seasonal pressure, staff absence or a short-term change in risk.

  • Cover for agreed dates and hours
  • Site-specific duties rather than generic deployment
  • Daily reporting and incident escalation
  • Extension or handback plan agreed in advance
Urgent requirement

Emergency Guarding

For sudden loss of cover, a system failure, damage, an incident or another immediate security concern.

  • Requirement triaged before deployment
  • Availability and safe duties confirmed
  • Immediate instructions followed by fuller documentation
  • Review point for continuation, reduction or handback
Emergency and short-notice cover is subject to officer availability, travel, the information supplied and Clear Watch being able to deploy safely. An urgent request does not remove the need for lawful instructions, welfare arrangements and a defined escalation route.

What officers can do

One guarding service, configured around the job the site needs done.

The final duties are agreed through the site assessment and assignment instructions. Officers are not expected to improvise beyond their training, authority or the contracted scope.

Gatehouse & Access Control

  • Control authorised entry and exit
  • Verify visitors and contractors
  • Record vehicles and deliveries
  • Manage keys and access credentials

Patrols & Premises Security

  • Internal and external patrols
  • Check agreed doors, boundaries and risk areas
  • Monitor authorised on-site CCTV and alarms
  • Complete opening and closing duties

Reception & People Support

  • Professional front-of-house presence
  • Direct visitors and manage arrivals
  • Support lone-worker and staff welfare procedures
  • Communicate site rules calmly and consistently

Incidents & Operational Records

  • Respond within the agreed site procedure
  • Notify the control team and client contacts
  • Create occurrence and incident reports
  • Complete clear shift handovers
CCTV and alarm monitoring is limited to systems the client authorises the officer to use and the instructions provided. Visual checks do not certify that equipment, fire precautions, building systems or statutory controls are compliant or properly maintained.

From requirement to managed service

A guarding contract should be designed before an officer is placed on the post.

Clear mobilisation creates a service the officer can deliver, the management team can supervise and the client can verify.

01

Consultation & Site Review

We establish the business problem, operating hours, site layout, current controls, people movements and expected outcomes.

02

Service Design

Post duties, staffing hours, patrol routes, reporting, escalation, welfare and handover requirements are defined.

03

People & TUPE Planning

We select suitable officers, review role requirements and manage any applicable TUPE process using the information provided.

04

Instructions & Induction

Controlled assignment instructions are issued and officers are inducted on the premises, systems, risks and escalation.

05

Mobilisation & Go-Live

Rosters, relief cover, uniforms, technology, contacts and reporting access are checked before service begins.

06

Review & Improve

Reports, incidents, client feedback, supervisor findings and operational changes inform the ongoing service review.

The service behind the officer

The officer is visible. The management behind them is what keeps the post reliable.

A guarding contract cannot depend on one individual. Clear Watch combines the site officer with operational support, supervision, relief planning, welfare monitoring and client communication.

Named management contactA clear route for contract matters, changes and service reviews.
Supervisor oversightSite visits, officer support and follow-up where standards or instructions need attention.
24/7 operational supportA control route for attendance, incidents, welfare and escalation.
Continuity planningRosters, relief arrangements, holidays and absence managed around the contracted requirement.

TrackTik reporting and client visibility

Know what happened on site without chasing the officer for an update.

Clear Watch records the activity relevant to the contract. The reporting structure is agreed during mobilisation so buyers receive useful operational evidence rather than a stream of unfiltered entries.

Officer standards

The right person, properly prepared for the specific post.

An SIA licence is essential for licensable work, but a reliable deployment also depends on employment checks, clear instructions, role fit and continuing management.

01

Appropriate SIA Licence

Officers carrying out licensable activity must hold the current licence appropriate to the duties assigned.

02

Employment & Right-to-Work Checks

Clear Watch completes employment, identity, right-to-work and screening checks before deployment.

03

PAYE Employment

Officers are employed through Clear Watch rather than presented to the client as an unmanaged labour-only resource.

04

Site Induction

Officers are briefed on the premises, post duties, systems, known risks, escalation and expected conduct.

05

Role-Specific Training

Additional training and competence requirements are matched to the site and duties rather than assumed universally.

06

Uniform & Presentation

The appearance and equipment used are agreed around the operational setting, risk and client environment.

07

Welfare & Supervision

Operational support, welfare checks and supervisor contact help the officer remain supported throughout the assignment.

08

Controlled Body-Camera Use

Body-worn cameras may be deployed where justified, with activation and footage handled under policy and data-protection controls.

When something happens

The officer's job is to bring control, evidence and the right escalation.

Incidents vary from an unauthorised visitor or damaged access point to a welfare concern, theft, fire alarm or suspected break-in. The response is governed by the assignment instructions, the officer's authority and the circumstances encountered.

The objective is a safe, proportionate response and an accurate record, not an exaggerated promise that every incident can be prevented or resolved by one officer.

✓Assess the immediate situation and prioritise safety
✓Follow the site procedure and notify the operational control route
✓Contact the client, emergency services or other authorised support when required
✓Preserve evidence and protect the scene where safe and within authority
✓Record facts, actions, notifications and handover details
✓Identify follow-up for management review

Security officers have no general police powers. Any search, refusal of entry, removal, detention or use of force must be lawful, necessary, proportionate and within the officer's training, authority and site procedure.

Security guarding questions answered

What buyers usually need to establish before mobilisation.

The strongest proposal starts with a clear understanding of the premises, hours, duties, current risks, people and evidence required.

The duties depend on the premises and contract. A managed service can include gatehouse and access control, patrols, visitor and contractor management, vehicle records, key control, reception support, on-site CCTV or alarm monitoring, incident response, opening and closing duties, staff welfare support and electronic reporting.

Officers carrying out licensable security activity must hold the appropriate current SIA licence for their role. Clear Watch also completes employment, right-to-work and screening checks and provides site-specific induction before deployment.

Yes. Clear Watch provides ongoing contracted guarding, planned temporary cover and emergency or short-notice support. Availability, mobilisation time and the appropriate level of cover are confirmed after reviewing the location, duties, hours and risk.

The service begins with a consultation and site review. Clear Watch agrees the post duties, patrol routes, access authority, reporting, escalation and handover requirements with the client, then records them in controlled assignment instructions and site induction material.

Reporting is agreed around the contract and can include attendance, patrol checkpoints, daily occurrence logs, visitor and vehicle activity, photographs, incidents, actions and handovers. TrackTik client access can provide real-time visibility into agreed records.

The officer assesses the situation, prioritises safety, records the facts and follows the site's escalation procedure. This may include contacting the control team, notifying the client, preserving the scene, contacting emergency services or requesting additional support, depending on the officer's authority and the circumstances.

Body-worn cameras can be deployed where they are justified by the site risk and agreed operating procedure. Their use, activation, access, retention and disclosure are controlled under Clear Watch policy and applicable data-protection requirements. They are not automatically used on every contract or during every interaction.

Clear Watch has experience mobilising contracts involving TUPE. Each transfer is reviewed individually using the workforce information supplied and the applicable legal process. Clients should obtain their own legal or HR advice where necessary.
